Pretty much, the power of the Silver Imperium Silver Crystal.
Manga: Pluto's death triggers the crystal's power which returns her to Chibiusa and transforms her into Sailor Chibi Moon
Anime: Usagi shows Chibiusa her true memories using her Silver Imperium Crystal and Black Lady turns back into Chibiusa.
Now, roleplaying, ne? ^^
