Well, that's a good start, but I was hoping we could tackle the Never Used Ever point system as well.
...I think it's unanimous that one of us can just wipe that out?

So it is. Well, that's half of the entire discussion right there.
I like Zurgi's idea of demanding that people read the Lord of the Rings at least. We already have an issue with blatent off-topicness, and letting people who can't contribute to any discussion at all won't help with that.

Yeah, I was going to suggest getting rid of the points system when you brought the subject up, but I checked and saw that it had been removed already.
And I agree with curumo, all the fields of the form should be required, otherwise they're pointless.
Edit: Okay, so, let's see, these are the things that are to be amended:
- Must have read at least Lord of the Rings - Every field is required, not just the ones with asterisks - If the form is not filled out, automatically declined.
Anything else?

They could also lie and say the read the Sil, UT, HoME and every other Tolkien book. But we won't know, and can only judge them on the information they give to us in the application.

I don't think it's that important. It's their problem if they can't follow discussions, and if they end up being complete asses, the simple solution would be to kick them out. Or ignore them. Or educate them.

Just go by what they say in their forms. We'll know if they haven't read the Lord of the Rings because their posts will reflect that.
I mean, you could do a quiz if you wished, but it would have to be solely on the Lord of the Rings because that's our minimum requirement.

I think it would be kind of stupid to have a quiz to get in the guild anyways o.O You could just as easily look up the answers if you really wanted to be in the guild and didn't know the answers.
Besides, we should just have faith that those that apply won't lie to us about what they have read. There's no point in lying about it, if you haven't read the books then I don't know why you'd want to be in this guild >_<
