I love Saffron. When I D&D, I play a sneaky, conniving rogue named Saffron, and my grandmother plays a barbarian named Jayne.

Favorite villian.... I'm going to have to go with the blue handed agents. "Two by two. Hands of blue." I'm sure if the series had continued to air they would've shed more light on their mysteries but those two give one the shivers. Given River pitching a fuss over merely being close to them as well as the brain 'sploding sticks they carry these are people you wouldn't want to meet in a dark alley... Or anywhere for that matter.
In close second come Niska. This is the bad guy the other bad guys are scared of. He looks like everybody's grandpa but he's a twisted sadist. Least favorite villian.... Ranse Burgess from Heart of Gold. Jerk. He just... Oh I want to shoot him myself.

Best villain, I'd have to say, are the Reavers, since they're what we could become. There's a little reaver in each of us that we have to keep in check, but you know it's in there, maybe deeper down for some than for others (*cough* Jayne *cough*). Like someone mentioned before, waaaay back, you don't actually see what they do to their victims, so your mind fills in the gaps. That part of your mind is the inner reaver.
Second is definitely Niska. Crazy, not stupid. Dangerous combination. He's cool and calculating, but only is a terror if he has his paid mercenaries with him. He can dish it out, but can't take it (unlike reavers, who enjoy it so much they cut on themselves).
Jubal Early is by far the most fun, though. Just some of his lines. (does that seem right to you?)

...second favorite is definitely Bridget/Saffron/Yolanda.
She would have been an interesting returning villain, kind of like Badger. Only actually tough and intimidating.
