Shout, to let the perp kinow their action had a witness, then duck and dial.
Most muggers would run.

If I was strong enough to stand up to them, or I had a weapon that was superior to theirs, I might try 2, but mostly I would go with 3. There's no point in giving up your life for a stranger. Still, if I can help someone, I will.
