Sakuya reminds me alot of Dio Brando from JoJo's Bizarre adventures her attacks that is. Stopping time throwing knives. Very similar to me at least.

I think Sakuya was slightly based off of Dio to begin with. In IaMP a few moves are practically the same as the fighting game Dio's as well.

Valo I think Sakuya was slightly based off of Dio to begin with. In IaMP a few moves are practically the same as the fighting game Dio's as well. That, or ZUN wanted to make a more improved and cuter version of Yumeko.
