Because they are the opposite of popular characters, I will explain somewhat.
Francis Alexis Xavier Ducharme is the head vampire in the Small-Town Monsters trilogy. He appears to be a pre-pubescent boy with curly blond hair and big blue eyes, and dresses like a naif-style portrait. This means he is very often in a white dress-like garment or a sailor suit. For the main thrust of the story he is in his two hundreds. He can read minds, but it's harder if the person knows how to shield. (Some people project their emotions and he refers to that as screaming.) Has the ability to float, walk on walls, and turn into an ermine or peregrine falcon. Does not fight often, mostly leads, very disapproving and somewhat pretentious.
I think Francis Taylor would be better explained by Willow. He's also a pretty blonde vampire, though he appears older than Ducharme. I think it would be safe to say he's more combat-ready than the other Francis. He changes a bit as the story goes on, I believe. I think he ranges from normal I just got bit I'm a vampire now to I'm a vampire elder and I could kick your a** if I was so inclined. As such, it's hard to call who would win.

Well, since it's a question of who'd win in a fight, I think that'd it probably go to the stronger fighter.

Frances Taylor (yep spelled Frances) For the majority of the stories he Frances Taylor is a bit over forty in actual time, and eighteen physically. As Kittywitch says, the story follows him and his growth and by the time the stories peetered out he was ubsurdly powerful. He is, however, a fighter.  Pictured here in the timeskip, 300 years after his normal storyline.

Well, the way I see it, if he had his Blot at his command, Ducharme could overpower Taylor. But seeing as these pair-ups are one on one fights, Taylor would beat Ducharme. And then they'd probably have a drink together; deciding before the bottom of the cup they didn't like each other much.
