Frank Zappa, all the way. His body of work is so immense it's hard to compare him to anybody. Right behind that is Lou Reed. From his early work with the Velvet Underground up until the early 80s Lou Reed was the King of New York. He wrote so many kickass songs in that time (Street Hassle, Sally Can't Dance, Kill Your Sons, Waves of Fear, the Blue Mask, Heroin). Johnny Thunders is the epitome of rock and roll. Best guitarist to ever live - I can't understand what he's saying in most of his live recordings (because he's so whacked) but even when he's taking the strings off his guitar it sounds melodious. He also wrote a lot of tender acoustic songs, like You Can't Put Your Arms Around a Memory and I Only Wrote This Song For You.
Everyone else falls in behind that.

Silverstein is an amazing band. Anything with Tom Delonge in it is great(+44, Boxcar Racer, and of course Blink 182).

Of all time? Probably Godspeed You! Black Emperor or A Silver Mt. Zion. Nothing really compares to them. They've inspired me in so many ways.
But lately I've been listening to Okkervil River, Oi Polloi, The Exploited, St. Vincent, Deerhunter, Low, Animal Collective, I'm From Barcelona, Suburban Kids with Biblical Names, and Cockney Rejects a lot, and enjoying them very much.
