THis is a cool idea. I think Toph too because she is a earth bending master and Terra has trouble controling her abilities.

You're right, Toph could fly on rocks like Terra does if she really wanted to, but the thing is, she can't see in the air. Terra has the advantage not solely because she can fly, but because Toph can't see her while she's flying.

id say toph, but she mite have a hard time if terra's in air &/or if terra launches rocks from air.
like in lake loagai...toph has a hard time locating the dai li agents' rock gloves

Def Toph because Terra can't hide from her but Toph can hide from Terra. Doing the whole dust cloud thing.

Terra would win.
Toph can only 'see' when Terra is on the ground.
Terra has an annoying tendancy to fly on her rocks.
Thus, Terra flys and crushed Toph.
Toph wouldn't know what hit her.
Literally.

Toph can't feel vibrations from rocks not on the ground, but she could still sense them... so, she wouldn't see Terra, but would see all the rocks Terra uses, and any she's flying on.

I think that, just for the sake of being different, Terra would turn Toph into a mere pile of broken bones and squished body parts. Terra can fly, attack from the air, and she never runs out of Chi, because she doesn't need Chi. Terra would kill Toph easily, regardless of Toph's 'sight.'

The_Lonely_Bunch But Terra can summon earth golems... sweatdrop Toph can brake that skiny girls a** in two with her eyes closed .....oh ya and Tera is way less stable toph
