I would suggest taking your pup to the vet to get some medication for the rash and to stop it from licking, just buy little booties for it and keep them on. Or you can try putting like.. something icky on his paws. Just make sure it's safe for him. =o

I would go to your regular vet and get some medecine for his front legs. Also I would ask the vet to get one of those tube collars that goes around the dogs neck that vets use so that the dog can't bite his/her stiches.

It is actually a condition dogs have. It's called 'garison's lick' or something. mine licks her pads. all the time! its annoying... i make her quit. but sometimes she just wants something to lick and if i wont give her a treat to lick she'll lick my hand for hours. Its weird i know, but its better than her licking a wound on herself sweatdrop
I have this liquid bandage stuff too, thats a bitter apple flavour, and it works. but being on her paws it wears off easy
your dog may have an upset stomach which causes him to lick obsessively. my old dog ended up having cancer that caused her stomach to be upset all the time she liked licking the carpet and blankets though.
