the shelters that can't take care of the dogs can give the to a place that can train the to be eye-seeing dogs or other helpful things.
they just can't kill them cuz one is too agresive or too shy or too over protective of their food cuz they could just train 'em to be better.

the thing is is that new animals are coming into the shelter all the time and they would run out of places if they kept ALL the animals that get taken to the shelter, which is also why there is a fee if your pet is caught by a warden if they wander away.

plus training or feeding them costs money, and honestly it is cheaper for them to put them to sleep.

it is kind of a cycle. they need money to take care of the animals anyways. even though they are sadly killing of animals, even though they dont do it in some shelters around here i have heard, but i have heard diffrent about the same ones too, they need moeny to help out other animals.

kill off some animals to save more.
