I think Tomo has more spunk and personality. While Kagura, she's the title Tomo gave her, "Always following behind Sakaki girl" (something like that sweatdrop ) Kagura, in my opinion, was more like a lesser character, like Kaorin. Tomo is like a mini Yukari, who I simply adore, so Tomo for the win! Even, though, she can be obnoxious xp

Tomo is so funny! She's hyper-active like me! xd She also is a bit crazy at sometimes. Kagura is nice and all, but I like Tomo a little better.

Tomo is always funny to watch, and she is like the only person who understands what Osaka is talking about all the time.
Kagura also seems to understand Osaka, but not as much as Tomo. xd
