I wish there was a Complete Oblivion... (look for Complete Morrowind, and be prepared to be blown away.) I wish there were more towns though...

That's the name of the mod for Morrowind.

Complete Morrowind.

It lets you cut down trees to make furniture, smelt down weapons to base metals, carve handles from wood and smith axeheads or gold ingots and what not.

Meh, probably will be one eventually. Morrowind was out for years and the Mods just kept coming and getting better. So its just a waiting game.
