Maybe I'm slipping in a bit late, and the answer is already given, as per all the posts saying that "it explains it", but I just want to give my own twist. The Chobits models were created to find out what love is, it's ups and downs, it's all encompassing nature, because love is by all accounts the greatest feeling there could be. Now, Freya had problems because she learned to fall in love, but because the whole idea that you can only fall in love with one person, she had fallen in love with the wrong person, which in her heart of hearts she believed to be wrong and that love should not hurt someone else. It caused a loop in the programming, cascade failures, burned drives and so forth. So Chi comes into play, find out someone, that's just for her, that loves her for her and when she finds out what it's all about she would transfer that knowledge to the other persocoms so that they can understand as well. A more clarifying description, Hideki is a programmer and he figures out how to build the code with Chi so that other persocoms can get the program, which in the end was a bridge to make the Persocoms more human, or virtually the same as humans, and I guess governments don't want that, unless they are the government database in love with their security program :p

i dont mean to be rude or anything but i think you should read the last 2 books cause it basicly says it out there in the last two. i literally jsut read the last 2 today and it was amazing. i couldn't put it down for a second.

her power was that she would erase all persocoms face recognition. a.k.a. they wouldnt be able to recognize their owners. then they would think for themselves.
