To answer your question...

The Beltharos are the guardians of The Power, however; they have never laid eyes on it. The Power's location is very well known to the general public, but getting to it is very difficult. The Beltharos protect the beginning of the path. If you can get past them and reach The Power's location, you have to be able to pass the guardians [sacred guardians... different from the Beltharos] (I'm pretty much making this stuff up now to justify and make clear the newer idea forming in my mind.). This can take place either by force or by being pure of heart and intentions.
