"Eh?" Luo Agagisan blinked and rubbed his eyes as the queen bowed to them. He had a baffled look on his face. This is getting stranger and stranger... Having nothing to say, he bowed back and thought of diplomatic issues. "Your Majesty, I suggest the Fire Nation and Earth Kingdom begin mending diplomatic relations by introducing sending ambassadors, opening trade routes, and welcoming tourists. That, I believe, is the first step in achieving world peace and prosperity." That was a partial lie, as he knew how the peasants in the Lower Ring were discriminated against. "I believe I speak for all of my party when I say we are honored to be in your presence." He smiled and bowed. This was going very well. Suddenly Luo's cat appeared, running into the throne room and climbing onto Luo's head, sitting there. This is a crazy day... where did she come from?

Kikio smiled, "I'm surprised that you remember me, your Majesty." She laughed softly, "I believe I do a lot more speaking than I used to since our last encounter." She was glad that they were free to go as she turned to Luo as he spoke, "That is a wise choice. Relations between the Fire Nation and the Earth kingdom should be strong and peaceful, not having others discriminated for who they are or where they come from."

Ember nodded as the queen spoke to her, "We accompanied them...We didn't know they were after a traitor though, until later." She answered looking up at the Queen. She never knew the queen was so nice. I mean, look at the Dai Li, where did they get their ways and behavior from?

Kaori walked beside Jet and stayed quiet. She glanced at the Earth Queen and noticed her pretty eyes and nice hair.

Apet looked over at the group he looked at this prince. He had been to the fire nation, but he had never met any of the fire lords children. He did not look spoiled, but he tries to not let appearances deceive him.

Mei smiled as she gazed upon those in front of her. "You don't lie, I can tell from the ground... though if you are, you're very good at it..." Her feet rested neatly on the ground as she sat on the throne. She said this out loud so the Dai Li would back off even more.
She listened to Luo's proposal, "I agree actually... I'll visit the university and speak with not only the scholars but a few of my generals as well about being ambassadors. I'm sure some of them would be glad to get out of the city and quell the thoughts of a possible war, and speak to the other nations about peace."
Mei thought for a few moments, debating whether to tell her guests her plan or not. "I've been thinking of ways to get rid of the Ring system... hopefully that will increase trade options and bring a more pure peace than there was originally." She knew that saying this in front of the Dai Li put her in danger, but if this was done, it meant that she could eventually abolish their group.

((What I'm about to say is going to change the Earth Kingdom drastically and go against the nature of Avatar; I hope Sickjeremiah doesn't get mad.))
Luo Agagisan bowed. "The Ring system is not enough to stop the crime and discrimination in Ba Sing Se; the city is too titanic. I suggest dividing Ba Sing Se into several smaller, new cities that would be governed by local governments. I also suggest that we bring down the walls separating these Rings and leave only the wall protecting the Upper Ring to be standing."
He wiped the sweat off his forehead. "If Your Majesty allows, I would like to be the first Fire Nation Ambassador to the Earth Kingdom and represent the interests of the Fire Nation while bringing peace to both."

She frowned slightly, considering Luo's suggestion. If such a thing happened, and the Dai Li were still in tact, it would be more difficult to have a hand on them, but it would be just as difficult for them to continue their operations.
"The idea is sound. Trade would fluctuate, and there wouldn't be as many living in poverty I would hope. I'm sure those in the Lower Ring right now, would fight to have a chance such as this..." She looked over to Apet, wondering about his opinion on the matter. It didn't feel right to make a decision as drastic as this one without consulting someone about it first.
"I will consider your proposal for the new cities... and I would be happy if you were to become the Fire Nation's Ambassador to the Earth Kingdom." She put the thought of breaking Ba Sing Sae into smaller cities to the side, but it still lingered so she wouldn't forget about it. It wasn't something to easily forget. If it were a plan she followed through with, the Earth Kingdom would change drastically, also leaving the question out there about a new capital.

Just be a rock((he shouldn't have a problem unless it goes against the planned storyline for the avatar's journey P: to be honest, breaking up the city of Ba Sing Sae would be an interesting story of its own... but for now, i'm going to have to say good day, i got some errands to run before my guy gets back for the day.. Apet stood up when he saw Mei looked at him he was listening to the entire conversation. " I think the ambassador Idea would help build an understanding and help with peace with the separate nations. Thou I think the outer wall and the wall surrounding the area should not be removed. I say this because as much as we want peace there will always be someone who thinks otherwise. So keeping the walls intact and taking down the center wall would make the most scene in my opinion.

Whoa, things were going great so far. Before you know it, we all might be set free already. Juniperus watched as Luo and the Earth Queen slowly built a great bond through the discussion. But something popped in the back of Juniperus's head; what about the Dai Li? weren't they listening to what they were saying?
Before Juniperus's father died, he would tell him and his sister stories about the Dai Li brainwashing victims who knew or suggested too much. Juniperus never fully believed it but subconsciously, he kind of did. He watched behind him to see if the Dai Li were watching, but of course they were. Besides the fact they worked for the Earth Queen, They were the type to do something so low down.

The Unknown Member of the Dai Li walked in, his fist was balled up.
" Your Foolish Queen, do you really think separating the cities would help the Government. This is Ba Sing Se, the Earth Kingdom, we don't need to be like the Fire Nation ! "
The Dai Li member walk closer to the throne, then he was near the Queen face to face.
" We can't trust them, we need to follow are own government.. We cant change ! "
The Dai Li member stomp on the ground, making the floor crack.
" If you take there plan, everything is going to be chaos in Ba Sing Se, nobody is going to obey you ! "

Ember watched as an aggressive Dai Li man went completely insane against the Earth Queen. Ember thought he must be the leader of the Dai Li or something if he thought to speak so freely. Ember could just feel the Dai Li agent's anger. It was almost as if he was on fire or something. She looked at the cracks and rumbles he made as he stepped and back at the rest of the group. She looked at Luo and realized that he better watch his back, because by the looks of it, this Dai Li guy didn't like any bit of the discussion.

Apet saw the Dai Li storm into the room. He was already irritated by the ones already in here, but now another stormed in and was Yelling at Mei. Apet could not keep himself calm anymore.
" It is not some kind of hostile take over she is trying to make peace and as the Leader of Omashu I will support her however I can, because unlike you I am loyal to the queen. So think before you make your next move." Apet smiled. " Unless you think you can win in a situation like this."

The Unknown member looked at Apet with frustration.
" Pff, we already in peace ! The Dai Li isn't the same it use to be. "
He walked away from the queen then turned back around.
" Your making a foolish choice.. If your going to accept the plan, we the Dai Li, won't help you. We will abandon this Nation, and follow are own ways, another Nation. "
All the Dai Li agents followed Unknown member. He walked away then saying.
" I was treated bad, but I still had Faith in my Nation. But if your going to change it, we will find a way to change it back. "
All the agents and the Unknown member disappeared.

Apet stopped himself from silencing that Dai Li agent personally. He quickly turned to the fire nation general. " General I think for now we may have to postpone the ambassador Idea I am not trying to get people hurt or killed. I think we should start with the lowering of the second ring. "
Apet was kicking himself for what he said, but he did not want to put anyone as risk especially Mei.
