It's just a blue paper cat band. I made it with trash from the towns. They come in white, goldenrod, and blue if you're interested in buying. The good thing is, they're really cheap! 150-200g at the most.

Go to the hat shop. Press the button that says 'Exchange Trash.' If you've got 100 blue pieces of xerox paper, you can make a cat band.
