saying shikamaru has a super high IQ and neji is pretty smart to wit hhis bloodline limit thingy..i think it depends on the situation..but if i were to say......shikamaru has more going for him i think..but..i dont know

hmmm this is kinda hard maybe shikamaru because of alll his amazing jutsus all he has 2 do is do the shadow possesian jutsu on neji and neji is dead wahmbulance

Shikamaru would win
because he not only has an advantage justu but, he also has more brains than neji.
Tho neji has 360 vision, there is a blindspot and thats all he depends on. and it has nothing to due with the ground so his moves would be useless on shika.
