The desperation of the Western world for appeasement did lead to successes of Japanese and German Imperialism. This is fact, I am not saying that I agree with all pre-emptive wars, but that early action against Germany and Japan may have routed WWII.
Moving on to other points, One of the main reasons we would never attack a Western nation is that they are most likely a member of NATO or at least somewhat an ally/dependent on the US. Few western nations are not our diret allies, and those that are not pose little threat. The United States wars in Afghanistan and Iraq were pre-emptive and seen as events to prevent future disasters.
You said that China and others never attacked us, but should we look back to the Cold War to realize there was never a direct attack by the USSR? Everything that happened was pure reaction and pre-emptiveness. The Cold War began with expanding economic tensions between the USSR and the US in Europe. We see similar tensions that are expanding to moral issues with China. We also see that the "moral war" against the USSR was a focal point of the United States. It became a battle for the victory of one ideal over another. The thesis opposing the anti-thesis to make itself synthesis without compromise. China's inhumane treatment of its people is not hidden Tianamen Square is jsut one of many examples of The Premier's regime's aggression. I really think the more we push into issues like the independence of Taiwan, the more of a political competition we shall expand with China.

Here's the deal.
China goes to war wth us and they'll get raped. Utterly raped.
We would destroy their economy and we could knock their military each side of Friday.
Any sane leader would look at those facts and say "well forget that"
BUT! When has war ever been started by people that were thinking clearly and rationaly?
If we insult the Chinese they might be liable to snap on us. It's like dealing with Klingons. Rarely does anything they do make sense.
Oh, and Russia may not help us, but they sure aint gonna stop us. The Chinese have been eyeing the Siberian resource felds for a while now. If we took China down a step or two the Russians would certainly sleep better at night.

Yes, I do think that afterwards, China would be devastated. But I don't believe that's economy would be in shambles. Other countries would definately come in and boost up China's economy, because China now supplies so many goods to the world.
And it's for that reason that I don't believe the US would ever start a war with China, at least not now. Americans wouldn't be able to live without Walmart-low prices.
As for not making Hong Kong a communist state yet, it depends on your definition of 'communism'. If you're refering to the economic state, then its because mainland China is already moving toward a more capitalist economy. No way they're going to go backwards with Hong Kong! If you're refering to the political state, then it comes back to economy. China is more concerned with that than anything else, and it's very likely that if they imposed political communism in Hong Kong, economic profits would descend.
