I'd say maintaining fear among your people is one of the components that can allow you to be a good leader, but it has to be coupled with respect and pride in order for it to truly work. Otherwise, we have another dictator at work.

True, but a government should be afraid of it's people, not the other way around. That way, things work out the best and it's about service, not about bullshit taxes THAT WE AREN'T EVEN SUPPOSED TO HAVE! In any case though, a good leader is one that has a strong morale compass, and isn't easily influenced. If he/she has those qualities, you're in good shape.
Hitler for example, was ******** in the head. Like actually. He believed in the holy grail, the secret journal, and the lost ark. He actually sent troops to go and look for these artifacts, I'm not joking. BUT! He was an astounding leader, and I'm thouroughly impressed with he ability to round up the country so fast. That is skill and planning.
Good leader... Um... King Charles I
Bad Leader- I'm torn between; Steven Harper, G.W.Bush, That dipshit military general, and a few other people.

Oh, and don't forget common sense. If a leader can't tell what the difference is between a hybrid car and a hybrid plant and somehow screws us over with a mix-up of the two, then we have a problem.

HAHAHAHA! That sounds like something Chang would say! But yes, of course, I was never planning to use the Fuciousal tree in my back yard... In any case, it take several qualities to maintain a decent country. However, there are places where politics will hold no bars. Growing up in the Canadian Burnaby Ghetto, it was safe to say that the governent had no control over what happened there. This, of couse, is common in many areas, as any place will have some form of eyesore.

Well, I should say that being well-red with literature can help quite a bit. No offense to former President Bush, but he needs to catch up on his reading. He has some serious vocabulary problems...! sweatdrop ...or is he just doing that to look like the common man? confused

So anyways, literature can be helpful...as long as it was worthy novel that's not cult-ish or anything, then they're good.

Well, I'll try to, but it'll be hard for me to have time to read it.
In any case, though, actions speak better than words, so what would a good leader do if he controlled his people? Would he build new environments for them to live in? Make more entertaining technologies possible?
