I use a Farfetch'd I originally got in a trade with an NPC in Leaf Green. At first, I didn't use it as an HM slave but I already had a Pidgeot in my team, so I turned it into an HM slave.

Toxiccroak is mine it knows all four of the HM's it can learn. Cut, Rock Smash, Rock Climb, and Strength

I use a Bibarel as my HM slave it knows Cut, Rock Smash, Rock Climb, and Strength.

in the 3rd gen i used tropius and tentacool
4th bibarel is the most common one and i traded my tropius from the 3rd gen having bibarel rocks, surf waterfall strength rock climb
where tropius fly defog rock smash and cut
tropius and bibarel have great slave synergy heart

I didn't really use my HM-filled Pokemon as a slave, which would be why the Bibarel (Raiwave) is level 63.

I breed Eevee's, so when I needed a HM slave with water moves I just made a Vaporeon with Surf, Whirlpool, Waterfall, and I forget the last move because I almost never use it in actually battles.
