They have the same way of technology like now, but kind of more advanced.

The Machine Spirit is very likely to actually be the AI of the Tank or whatever they did that on. Their Sacred Texts are actually Assembly Manuals, that have been reworded with more religious meaning to them, such as making a prayer after each section of the guide there.

The Adeptus Mechanicus does know how to create power armor, and plasma weaponry, they're constantly producing tanks with these weapons, and it's obvious that they have the technology available to do so.
Besides who's to say the Imperiums technology doesn't function on a level similar to Ork Tech? The Machine god/Machine spirit is very much real in 40k, and may be what allows most of there tech to function in the first place...not super technology like we think.
Yes they lost a lot of knowledge back in the horus heresy, but they've gained quite a bit since then as well, there are many new variants on older tank styles, new items of wargear for the imperium, and a lot of them seem to have the mark of mars on them. Not to mention all of the FW Mars pattern vehicles...I'd say that the folks on mars have been monkeying with imperial technolofy quite a bit lately, regardless of what the fluff says is a sin for them.

1 - no one said they cant produce power armor. Infact, it was stated that the only reason they HAVE it was because armies had stockpiles of some older mks and the mk7 was produced on earth.

2 - plasma weaponry is old and precious. you'll notice we no longer mount them on ANY space narine vehicle. Even the dreadnought lost it.

3 - the variants on older tank styles is to make up for what we lost. Like that bastardised rhino known as the Razorback.

4 - new items are made because the old tech needs to be replaced and we can't replicate it. These are produced on mars because we re-captured it. The original inhabitants, blueprints, data... all gone. What we have there is, a "new holy order of the tech adepts"

it would make sense that they function on an ork sort of thing now that I think about it didn't the eldar leave the imperium of man, and that could take out the vehicle's that "function" by themselve's so it could be like ork imperium eldar tau? I'm not sure on this one just a guess from the new guy.

also 3 termi's? anyone want to send a link of/or post pic's of em I really want to see em xd

he brings up a good point, many things in the 40k universe have very mystical and strange names. It depends on your point of view, a "Machine Spirit" is simply artifical intelegence but was so incomprehenhisable to the people who RESISCOVERED (key word!) it thought that it would be imposible for a machine to think on it's own, so they figured that it must be a "spirit".

Also, the Imperium's scientific progress is very slow because of the complete disorganization it's govenmental structure. (yes i am a complete nerd, keep reading) if you read about the Imperium in the newest rule book you can clearly see the Imperium's government is a complete mess! comunication is nearly useless between far away planet as by the time the message had actually reached some one of relevance to the topic, it's too late. It said that whole divisions were sent to wars that ended hundreds of years ago! So any organization on a scientific level is next to impossible with such an enorumous, ineffective government.

Basicly, the Imperium is TOO big!

i second that motion...( yes im back on !!! HURAY!!!) with warp comunications being really hard and stupid, it's nearly impossible to be on the outer fringes and try to send an important message to terra before half of the sector is swallowed up.

Thus the Machine Spirit is, and isn't a Spirit, but is an AI that is similar to that .

Difficult to explain .

#2: Untrue. The Dark Angels may take Plasma Cannons on their dreadnoughts.

dark angels do not have a new codex. it is outdated, and so it is not up to date with the current fluff.
