I don't believe that there is a need for that. There's no reason to make this more complex when we've basicly got things set up in an acceptable way. Let those who wish to step up and represent their clan do it. If another person of same rank wishes to represent their clan in the tournament, allow the clan leader to decide... *Soul had finaly calmed down and his tone was a lot closer to normal. His fingers had stoped clawing at wood and his teeth stoped griding*

"So in a few weeks we will have the Clan Tournament, followed by the next round of exams for the ranks... Is there anything else that this council should hear before this meeting comes to a close?"

Kashin walked in quietly knowing he was late. He took his seat trying to catch up on what happened so far. He leaned over to Taka. "Thanks for showing up Taka..." He was a bit ashamed but he had been busy recently with training.

Will it be possible to have another Anbu exam, maybe after the tournament like the others? If i'm correct, we've only really had one, and now that their are more jounin about, maybe it is time to have a few more Anbu in the village... *Soul had been wanting to reach Anbu for so long. The time the exam took place, he was unable to take part. He missed his opportunity, but he was currently trying to create another. Also, this was not only for him, but the other jounin as well*

Taka smiled and nodded to Kashin as he entered the room. Taka leaned over to Kashin and whispered to him what had happened in his absence. Taka then focused his attention over to Soul as he spoke about the ANBU tornument. "Yes. I agree with Soul. I too am curious about the next ANBU exams."

Kashin nodded hearing Soul's request. "I must agree. It has been awhile plus if you look at the active ANBU officers there are now only two of us. Nekage and I."

"As I've stated, 'next round of exams for the ranks,' that includes the ANBU at the end... I know we have only had two ANBU exams since the refounding of the village."

Sorry, Azure. I just did not know that you also meant Anbu when you reffered to the other exams... *Soul had a light grin form on his face and he let out a sigh of relief, knowing that he'll get his chance soon enough*

A "thud" was heard from the back of the room as the doors swung open.
"Yare; yare...." Tougura cursed as he kicked himself back to his feet.
After getting up, Tougura dusted himself off and turned to where the kage was standing.
"Will there be a limit as to who can and cannot participate? People on both extremes, let's say you and a fresh genin, would highly unbalance the tournaments... is this not true? I am at no biased with this because, as you know, claiming that it wouldn't be fair to allow someone, especially someone such as Azure, to participate would only hinder my own clan. Though, in fairness to the other clans, I believe this matter deserves some attention."
Tougura had listened to the entire conversation from outside. It is there that this idea came into his mind. If Azure would be allowed to represent the Ichijin, the new clan, Seisatsu, would want their strongest representative, at this point being Nekage, to step up and fight in the tournament. If these two were to clash, the only thing that would happen would be the destruction of the entire village.

*Nekage remained quiet for a moment as he kept his palms down on his legs very formally an politely as gave his response*
"...I see no reason why me and Azure need to take part within this Tournament...We both have proven ourselves, so I think it's only fair we let our clan's people fight to show our power behind them...."

*The way Nekage spoke was very calm and collected as usual for him, but there was also a tone of....cockiness to his remark that was slightly unsettling*

Azure looked up at Pheso, who was questioning what was already confirmed as he walked from the doors to his seat with the council.
"There are only three ranks that will participate: Genin through Jounin. Each clan has one representative for each rank. Each clans' representative for each rank will duel with each others' representative of those ranks, and the winner of each bout will give his clan one point, ties will be settled through another bout... potentially using other members of those clans. The winning clan of the tournament is the one who gets the most points."
Azure repeated verbatim.
"The winning clan receives the Clan Scrolls of the other households. The Seisatsu, having no Clan Scroll will instead give up a powerful sealing scroll."

"Why yes Nekage-sama..."
There was a, very apparent, sarcasm in hiss voice. Tougura still held a grudge toward Nekage because of his words before Tougura left the village. He was not strong enough to out-do the demon yet, but he would wait, patiently, until the day came where Tougura could slash down Nekage without he, himself, being done-in.
"...we wouldn't want anyone dying on us now would we. You two have definitely proven your prowess to the village."
Turning back to Azure, Tougura's face yielded a smile.
"This has one of your best ideas in years, Azure-sama. The village is, truly, headed for change this time around."
This time...there was no sarcasm in his voice. Tougura gave a slight bow to his superiors in the room and walked out the door. In order to be chosen as a representative, he would have to outshine his competitors. Sadly enough, two off of that list would include both Kitsu and Kei...two shinobi that, if taken lightly, would ruthlessly murder you without a second thought.

"Excuse me gentlemen but I fear we may have overlooked one or two issues. The first, we never did discuss Soul's question on where the tournament would be held. Now it is commonly excepted that we use the Arena for such matters, but I believe we do have alternate locations that may perhaps be better suited to this competition. Azure, do we still have possession of the Battlegrounds? If so, I would like to make a motion that we use that location to hold this tournament." Kei spoke for the first time since arriving in the meeting and taking his place at the Hanekage's side in the Ichijin seats.
"Also, and perhaps this is my fault alone for being oblivious to the situation, but have we deemed a method for which we are to sign up for the Clan Tournament? Or are we to simply tell the clan leader of our willingness to participate in this event?" the raven-haired jounin asked honestly not knowing whether or not if the matter had already been discussed and he had missed it.
