Are leaders allowed to challenge the gyms? Or is there a rule against it?

I don't have a "full" team set up since I am quite lazy when it comes to training lol sweatdrop
So I was wondering If I could be a grass type gym with 4 pokemon double battles. Until I get the rest trained xD
My team would be;
Roserade
Breloom
Ludicolo
Shaymin (always land, since you can't wi-fi sky form)

Didn't I post a team for challenging the gyms? If not:

Main: Tyranitar, Forretress, Togekiss, Scizor, Gengar, Swampert
Sides: Latias (OU style), and Blissey
I'm pretty sure that's what I put before, but I opted to switch Gliscor for Swampert. Doesn't really matter that I did seeing as I haven't challenged a gym yet and my post is missing.
