The Fourth Great Shinobi war ended many years ago as the Shiobi as the victors, but that doesn't mean they came out unshaped. Every nation lost many, if not most, of there own ninjas. As the years past they were able to bring up there numbers but not as great as it was before. This leaves a great opportunity for any rouge ninja looking for revenge.

It was unkown to most but it was only White Zetsu on the enemies side, they had other fallowers, some had gotten away. The ones who did had there own children and passed on all they knew to them, and they want revenge. They had brought up there numbers and are causing tension to grow in the other nations by telling lies or framing other villages. Many of the villages responded by infiltrating them, or attacking causing the tension to grow even more.

Many of the villages are ready to declare war, it's what the group of rouges want, but the villages also don't want to lose any more shinobi. It's getting harder for the villages to say no with everything that's going on. No one knows how this will turn out and if their Kage gives the order to go off to war no one can deny them.
