Yes and no. They're like Sham 69, X, or The Ramones. They served as influence for most hardcore bands, but their music is essentially hardcore in it's earliest years.

I'm looking forward to this. Because hardcore confuses me beyond belief. I just usually stay away from mentioning the genre when trying to define a band.
