Setting

In the near future, an unexplained phenomenon has occured on a distant island called "The Lost Grounds", giving birth to a new species of human. These evolved humans, called Alter Users, can manipulate matter and reform (or alter) it into unique forms. On this remote island, those born inside a walled city are citizens, while everyone born outside live lawless lives in the badlands. In an attempt to keep the peace the police force HOLD along with the elite alter-user squad HOLY capture dangerous native alter users and offer them a choice... join HOLY or be imprisoned.

Other Stuff
Not everyone has a power called a Alter Power. A alter power is a power were you take matter from anything like the ground or a plant(anything phisical) to make a weapon like a robot or a gun. When you are able to make armor on yourself(Like kasuma) will mean that you are a powerful alter. But you are called a Alter User if you have and alter power. There are Native Alters that do not follow the law and do what ever they want and just try to live out there lives. HOLY is the police for alter users. Holy is the police that fights againest native alter users. There is a wall around the city on the lost grounds were no native alters live. The native alters live on the other side of the wall were they live in povertiy and it is like a desert with very few trees. All the native alters live there and all the builds are messed up and it is really bad like the ghetto. Most strong native alters like to cause trouble and there are bountys and stuff like that so that other people can get money so that they can buy food and water.(I hope that is enough info)
