If by 'childish tactics' you mean 'criticism and refudation of claims and criticism of punditry technique' then, sure.

Example: Hoover's disasterous hands-off free-market government brought about continual and manifold descent into the great economic crash through ham-fisted refusal to and set the stage for Franklin Delano Roosevelt's radical and often socialist methods of prompting a recovery through governmental stabilization. His methods were controversial and often times perfectly exampling the Imperial Presidency (like when he tried to stuff the Supreme Court with supportive judges and give him free reign over constitutionality). Hoover sets the stage for FDR to begin to be seen as one of the greatest presidents. ANd there are numerous such examples, both ways ..
